MINUTES OF MEETING OF AVENING PARISH COUNCIL HELD ON

THURSDAY, 21 FEBRUARY 2013 AT 7.30 PM

The Chairman thanked Mr & Mrs Bendall for hosting the Parish Council meeting.

Report About Crime And Anti Social Behaviour

It was noted that the Crime report is 0 for the second month running and Members were advised that Lee Davis is replacing the current PC.

Matters Arising From The Minutes

Cllr Mrs Parsons asked for a further explanation on the creation of the Countryside Conservation budget and was advised that it had been agreed at the last meeting to help and support rural aspects of the area.

Action:

Grit Bins

As many of the existing bins are in a poor state it was agreed to enquire if Gloucestershire Highways will repair them and, if not, to consider replacing.

 

Bench at Rectory Lane

It was noted that it is unlikely that this will be replaced until after the end of March.

 

Action:

Wood Cladding of Bus Shelter

Clerk was requested to chase quotation.

 

Community Speedwatch

The Clerk advised that there had been no response to the Villager article requesting volunteers and it was, therefore, agreed not to pursue this project.

 

 

Action:

Refurbishment of Notice Board at Nags Head

It was agreed that Cllr Slater would contact Andrew Lelliot and the Clerk would contact Malcolm King to see if either are able to give a quotation.

It was noted that some patching of potholes has been carried out but the spring in Farm Hill is still flowing.

Flood Alleviation for Avening Primary School and School Lane following the meeting with Gloucestershire Highways

Members were advised that Gloucestershire Highways is investigating funding to enable the work to be carried out.

 

Support for Avening Playing Field Association

The Clerk confirmed that the Committee has been invited to send representatives to a Council meeting but no reply has yet been received.

 

 

 

 

Action:

Prevention of Dog Fouling

This is still considered to be a major problem and it was noted that the Council could consider employing a Village Warden to help prevent the problem.  It was agreed that further information is needed particularly regarding funding.  This would be investigated and discussed at the next meeting.

Internet Banking

RESOLUTION 8/13

It was unanimously RESOLVED to register for internet banking and include the Clerk as a Bank signatory to enable her to carry out this work which would include HMRC online payments.  It was further RESOLVED that Bank Statements would be available at each Council meeting and that entries would be checked by the Chairman or a member of the Finance Committee as a safeguard.

To Consider Grant Application from Friends of Avening School for Maypole

It was unanimously RESOLVED to contribute £100 for provision of the Maypole.

To Consider Donation Request from Citizens Advice Bureau

Members stated that they would prefer to support the work of CAB locally and, therefore, the Clerk was requested to investigate the arrangement between the Stroud and Cirencester offices and report to the next meeting.

To Consider Response to the following New Planning Applications

 

13/00686/TPO   1 Powis Lane, Avening, Tetbury, Gloucestershire, GL8 8PA 

Yew - reduce diameter of crown by 2m (1m of radius, 7m to 6M) reduce height from approx. 17m to 15m (2m off)

Members objected very strongly to the proposed work on this tree as it is a crucial part of the historic landscape; the tree is some 80 years old and it is located in the oldest part of the village and on the old toll road.  In addition, the tree is some distance from the house and unlikely to have any adverse impact on the property.  Whilst maintenance of all trees is to be encouraged, Members felt that reducing the height by 2m is considerable and excessive.
